The Challenge
Warren Towers combines the scale of a major institutional renovation with a phased construction sequence across three residential towers and shared campus spaces. As subcontract packages are awarded through successive phases, participation, off-site insurance requirements, payroll, and program reporting must remain aligned while the contractor population and financial records continue to develop.
The project’s gross-bid structure adds a connected financial requirement. Subcontractors include Workers’ Compensation, Employers Liability, General Liability, and Excess Liability costs in their bids and identify an Insurance Deduct. The agreed deduct is removed through a deductive change order and may require later adjustment based on actual labor, contract value, and final payroll audit.
CR Solutions’ Role
CR Solutions established and continues to maintain the administrative framework supporting the Warren Towers Bi-Line OCIP. CRS administers contractor participation, calculates and verifies Insurance Deducts, reviews and tracks off-site insurance documentation, collects and verifies payroll, and organizes recurring program information for approved project stakeholders.
As construction progresses, CRS connects each subcontract with its participation status, contract value, insurance requirements, payroll activity, and insurance-cost calculation. Contractor participation, contract compliance, project status, payroll, and insurance-cost reports provide a consistent view of developing activity across the phased renovation and support follow-up as subcontractors enter, perform, and complete their work.
The Value
By connecting the gross-bid insurance-deduct process with participation, documentation, payroll, and reporting, CRS maintains the project’s financial and insurance information within one coordinated OCIP framework. This is particularly important as subcontract awards and labor activity change through successive phases and Insurance Deducts may require periodic review, reconciliation, or adjustment.
Program records reflect 90 tracked subcontracts, $32.5 million in reported payroll, and approximately $7.1 million in estimated insurance costs. These figures demonstrate the administrative scale of the program, while the broader value lies in consistently verifying calculations, tracking requirements, and communicating current status across a large, phased higher-education renovation.
