TSX Broadway is an approximately 550,000-square-foot Times Square redevelopment combining a hotel, retail and dining space, large-format digital displays, and a cantilevered outdoor performance stage. The project also restored the historic Palace Theatre and elevated the theater approximately 30 feet above its original position within the new development.

    The Challenge

The TSX Broadway OCIP was administered across three separately tracked project locations: Core & Shell, Theater, and Hotel. Contractors working across multiple components required location-specific enrollment and carrier information, while contract, participation, coverage, and project-location records had to remain aligned within one coordinated program.

The project also required insurance-credit calculations before contract award and detailed off-site insurance reviews. Each applicable submission could involve confirmation of 96 Additional Insured entities, review of up to 10 endorsement forms, and validation of wrap-up exclusion language, adding both volume and technical complexity to the review process.

    CR Solutions’ Role

CR Solutions established the administrative framework for the three-location Bi-Line OCIP and maintained the program records used throughout construction. CRS coordinated contractor enrollment, performed pre-award insurance-credit calculations and verification, reviewed and tracked off-site insurance documentation, and provided recurring project information to approved stakeholders.

As work progressed, CRS also coordinated contractor status, final documentation, closeout activity, and final payroll verification. The team preserved the relationship between each contract, contractor, project component, and applicable insurance requirement so activity across the Core & Shell, Theater, and Hotel locations could be managed consistently without losing location-specific detail.

The coordinated structure connected three distinct project components within one OCIP while preserving the information needed for each location. Project stakeholders could review participation, insurance-credit, documentation, and closeout status through a consistent administrative framework rather than relying on separate, disconnected records.

Pre-award calculation support also allowed insurance-credit information to be considered during bid leveling and contract negotiation, while the document-review process applied the project’s detailed Additional Insured, endorsement, and exclusion requirements consistently. The engagement demonstrates CRS’s ability to administer a large, multi-location wrap-up whose procurement and insurance requirements extended across several major construction components.

TSX Broadway demonstrates how a Bi-Line OCIP can connect multiple project locations, pre-award insurance-credit work, detailed document requirements, and lifecycle administration within one coordinated program. Across the 55-month service period, CRS maintained structured enrollment, calculation, document-review, reporting, and closeout processes for a landmark hospitality, retail, theater, and entertainment redevelopment.
