Why can’t I find the Contract Compliance Report in the Report Messenger section? I know I have seen it here before! I have other projects set to receive this report.

The contract compliance report can only be run at development levels that have off-site certificate requirements saved. If the development level in question does not have off-site Certificate Requirements saved, the report is not available to send at that level.
