Can two people be the enrollment contact?

Yes! Add one on the contract scope home and add the other manually on the contacts tab then give them the enrollment role.

Will both of them receive follow up emails?
Yes! Both contacts set up as enrollment contacts will receive the automated follow up emails. However, requests sent by manually pressing the send enrollment request button will only be sent to the contact shown in the enrollment contact section at the top of the contract scope home page.
